Schemes - Akanksha
Considering the hardship faced by the State Government employees for construction of their own houses/ flats for their own accommodation, the Governor has been pleased to introduce a new scheme of House Building Loan to the State Government Employees named "AKANKSHA" with a provision of 100 crore rupees. The Government will provide suitable land free of cost to the Housing Department for construction of flats, which will be identified by the Land and Land Reforms Department of West BengaL
The West Bengal Government had announced a pilot project to provide financial assistance to marginal farmers of the State so that they can have their own storehouses and vending carts. A subsidy varying between Rs. 5,000 and Rs. 25,000 will be provided for the warehouses. Though there are 24 lakh small and marginal farmers in the State, only around 10,000 such farmers would be covered initially under two schemes. Chief Minister Mamata Banerjee has named the schemes as Amar Fasal, Amar Gola (My Crop, My Storehouse) and Amar Fasal Amar Gari (My crop, my vehicle). In the case of the AmarFasal Amar Gari project, the rate of subsidy would be Rs. 10,000 flat. This project will facilitate those farmers who wish to directly sell their products to end users. The subsidies would be directly credited to the bank accounts of those farmers who own Kisan Credit Cards.
The Government of India has launched The National Rural Livelihoods Mission (NRLM) under the Ministry of Rural Development (MoRD). In West Bengal, NRLM has been launched as ANANDADHARA by the Honourable Chief Minister on 17th May, 2012. The agenda is to mobilize the rural poor and vulnerable people into self- managed, federated institutions and support them for livelihood collectives. In addition, the poor would be facilitated to achieve increased access to their rights, entitlements and public services, diversified risk and better social indicators of empowerment. To further these objectives, WBSRLM (West Bengal State Rural Livelihoods Mission), a registered society under the Society Registration Act 1860 has been formed by the Government of West Bengal to implement the National Rural Livelihood Mission in the state
The West Bengal Government launched the Gatidhara scheme in August 2014. The Gatidhara scheme was outlined by the Finance Minister in the budget in February. The families with a monthly income of Rs 25,000 or less would qualify for financial support under the scheme. The transport department will interview applicants and draw up a list of eligible candidates. The labour department would provide the money, but the scheme would be implemented by the transport department. The objective of the scheme is to generate self-employment in the Urban and Rural areas of the state through promotion of transport service.
With a view to provide proper shelters, free of cost, to the poor, the Government in Housing Department has laid proper focus on construction of houses for the Economically Weaker Section of people. This scheme is being implemented in rural areas by 6(Six) Departments, viz. , a) Minority Affairs & Madrasah Education Department, b) Backward Classes Welfare Department, c) Fisheries Department, d) Forest Department, e) Sundarban Affairs Department and f) Paschimanchal Unnayan Affairs Department and non-Municipal urban areas by statutory organizations viz. WBHB, WBHIDCO etc. under the name of 'Geetanjali' and 'Amar Thikana' in rural area is being implemented by P& RD Department.
The main objective of the two schemes is to provide proper shelters to the economically weaker section of society as well as to create additional employment opportunities for construction workers, etc. The cost of such dwelling units for new construction on beneficiary's land in rural areas varies across the span and terrain of the state as follows owing to different soil and climatic conditions: a) Rs. 1.67 lakh for beneficiaries in general residing in Rural areas of plains; b) Rs. 1.94 lakh for beneficiaries residing in the notified Sundarban areas; c) Rs. 2.51 lakh for beneficiaries residing within the notified Hill areas of Darjeeling District and d) Rs. 3.00 lakh within the Forest villages of Jalpaiguri District.
The cost of such dwelling units for new construction in Non-Municipal Semi-Urban areas are as follows: a) Rs. 1.67 lakh - for single -storied building on beneficiary's land and b) Rs. 3.30 lakh - for Multi-Storied building on the land of implementing Government agencies or Government land.
Panchayat and Rural Development Department is implementing the scheme 'Amar Thikana' at a unit cost of Rs. 70,000/- for the plains and Rs. 75,000/- in Hills, difficult and coastal areas.
Initially half of the approved amount is allotted. After receiving the utilization certificate as well as a physical progress report of the earlier allotted amount, the rest amount is allotted. The motto of the Government is to provide "SabarMatharUpareChhad".

A programme named "Jal Dharo-Jal Bharo" was launched during 2011-12 with the aim on preserving precious water resources by large scale harvesting of rain water as well as arresting runoff of surface water to improve and availability of precious water resources through the construction and management of Minor Irrigation structures. Water Resources Investigation & Development Department of Government of West Bengal has taken a lead role under the programme to re-excavate all kinds of water bodies viz, tanks, ponds, reservoirs, canals where water holding capacities have lower down at present in convergence with P&RD Department, Govt of West Bengal and other different programmesand alsoemphasised on underground artificial recharge through rooftop rainwater harvesting. Check Dams, Water harvesting Tanks and Surface Flow Minor Irrigation Schemes which are being constructed by WRI&DD would help in arresting surface runoff water and at the same time irrigation potential of the state are being increased by utilisation of the same. Increased holding capacities in the water bodies will immensely support protective irrigation during the dry spell. Apart from agriculture, pisciculture activities would develop in such water bodies which in turn open a further avenue of income to the poor farmers. Availability of water throughout the year will also help the local villagers in their domestic activities and animal husbandry activities. JAL DHARO-JAL BHARO PROGRAMME' also aims towards building citizen's awareness for rain water conservation and efficient water-use in irrigation.
As of December 2014, 1,18,557 nos water bodies/ retention structures have been created out of which 32,851 pond equivalent has been created by WRI&DD, 85,423 nos have been created in convergence with P&RD Deptt. and 283 nos tanks have been created by WRI&DD under MGNREGA.

West Bengal has an adolescent (10-19 years) population of 1.73 Crores, out of which 48.11% are girls. At this period of adolescence, child marriage and trafficking are issues of major social concern which adversely affect the education, health, nutritional status, growth and development of girls. In this context KanyashreePrakalpa is an innovative scheme of the Government of West Bengal with the power of creating an enabling environment to elevate the education, health and nutrition status of women and children throughout the State.
The scheme aims at improving the status and well being of girl child in various ways. It discourages early marriage of girls to ensure compliance with the legal provisions pertaining to the minimum age at marriage. It encourages education of girl children in Secondary and Higher Secondary classes and those undergoing vocational training or sports training through scholarships. It helps in reducing the incidence of dropouts, especially amongst girls from poor families. The project improves IMR and MMR by delaying the age of marriage and consequently increasing the median age of first birth. It eradicates under nutrition and malnutrition of girl child. It prevents trafficking and exploitation of the girl child.

Karmashree is a combination of several other schemes under the Labour department. People who work for 20 days in a project, will be given work for another 20 days in another project," Addressing a rally, Hon'ble Chief Minister said, "Dignity of labour must be respected. No job is inferior.". The government would train 10 lakh youths for skill development, through 500 Karma Tirtha marketing hubs, where poor people would get shops free of cost, that were being set up in the state.
With a view to promote sustainable entrepreneurship and generate employment, the West Bengal government has set up 'Karmatirtha' - a one-stop shop allowing entrepreneurs to market their products directly to buyers. 'Karmatirtha' is a scheme to strike a synergy between the abundance of natural resources and the availability of a skilled workforce and thereby move toward sustainable entrepreneurship. The State government will be providing the requisite infrastructure support including training and finance, allowing individuals, self-help groups, co-operative enterprises, artisans, and weavers to avail of the benefits of the scheme. The objective is to set up at least one 'Karmatirtha' in every block of the State.

A new flagship project namely 'LokprasarPrakalpo' has been introduced by the Department of Information & Cultural Affairs with the inspiration of Hon'ble Chief Minister Mamata Banerjee. The main objectives of the project are - (I) to bestow dignity on folk artistes by issuing them identity cards, (2) to uphold the traditional folk forms of Bengal, (3) to revive nearly-extinct folk-forms of art and culture and (4) to uplift the socio economic conditions of artists associated with folk culture.
The Department of Information and Cultural Affairs has been implementing, the following programmes under 'LokprasarPrakalpo':
One of many objectives that the 'LokprasarPrakalpo' is to bestow dignity on every folk-artistes. Unfortunately folk-artistes hardly get their due respect, and they remain ignored in the society. The Government has taken initiative to confer upon them their due honour through LokprasarPrakalpo. So far, 84,720 artistes have been provided with identity cards across the state.
Provisions for pensions for the needy and elderly folk artistes
There are many folk artistes in Bengal, who used to perform in various programmes with reputation and attracted attention of the audiences. Most of them are now unable to perform because of their old age. They don't have definite source of income and there is nobody to look after them. The government helps them and provides social security for them through LokprasarPrakalpo. The folk artistes who are above 60 years of age are getting pension under LokprasarPrakalpo. At present, in West Bengal about 8,596 artistes have been receiving Rs. 1000 per month.
Retainer fee for the artistes
The enlisted folk artistes under the age of 60 years in LokprasarPrakalpo, who are engaged in publicity campaign in different departments, have been receiving Rs. 1000 per month as retainer fee. Till now approximately 1,94,300 folk artistes have been receiving the retainer fee.
Utilisation of services of the Folk Artistes for the publicity of Development Projects
Government is in the mission of publicising its Flagship Programme through LokprasarPrakalpo among the people. For instance, the Folk Artistes are being utilized for disseminating information regarding the schemes like Kannyasree, Yubasree, Sikshasree etc. and programmes like Nirmal Bangla, SarboSikhsaAvijan etc. to the common people. Initiative has been taken for arranging 4/5 nos. of programme for each artistes. A yearlong campaign is organised through mobile Tableau Vans where folk artists are engaged by rotation in each district and sub division.

The Hon'ble Chief Minister MsMamata Banerjee launched the Eastern India's first and country's most modernized "Human Milk Bank" in SSKM Hospital in August 2013. It is equipped with pasteurization and most advanced milk collection, screening, processing, testing and storage facilities. The project is named "Madhur Sneha".Babies who are prematurely born, or are of very low birth weight, or those babies whose mothers are unable to feed directly can be recipients of banked milk from "Madhur Sneha".
'Matir Katha' is an agriculture based portal involving 5 Departments which are Agriculture, Agricultural marketing, Animal Husbandry, Fisheries and Horticulture. Useful information about different Agricultural Sectors are available through this portal to serve the citizens of West Bengal at grass roots level. The range of information covered in this portal includes name and kind of seeds, availability, price and quality control of seeds, suggestions for Season / Area / Crop / variety wise cropping (based on crop calendar), different information related to Soil and Fertilizer, Cultivation Technique of different crops, crop diseases and their remedies, Agro-Climatic Zones and Schemes for cultivation of different crops. Updating of the content and further addition of Sector wise information is carried out on regular basis. Continuous Training of Nodal Officers in each sector and sensitization of Stakeholders are arranged for propagation of effective service delivery mechanism through Common Service Centers.
A project named 'Muktidhara' was launched in Purulia district on March 7, 2013 under the administrative control and patronage of SHG & SE Deptt. The objective was to create and maintain sustainable livelihood of SHG members. The project is being implemented in association with NABARD.
On a pilot basis, members of 139 SHGs from Balarampur and Purulia-I Block in Purulia district was trained. A 5-member women training team (ACRPs of Rajib Gandhi Mahila Vikash Poriyojana) from Raibarely, Uttar Pradesh conducted the training and awareness camps.
After training, the same number of SHGs has got credit linkage with the Banks. Up to 31-7-2014, 109 SHGs have got the sanction of Bank Loan & 92 SHGs have got the disbursement of Rs. 7585 lakh as loan from Banks in Purulia-I and Balarampur Block of Purulia. One District Project Manager, two Block Project Managers, one Nodal Officer from the District Administration, respective Block Supervisors (SHG & SE), DDM-NABARD etc. are providing necessary support for successful implementation of Muktidhara in Purulia District. The department has now implemented a pilot project (Muktidhara) for Paschim Medinipur in Purulia Model with the assistance of NABARD with a plan to extend the same to other districts later. The Project is aimed at providing sustainable livelihood to the Self Help Groups on their selected livelihood activities viz. - Homestead garden, Poultry, Goatery, Vegetable Cultivation etc. Society for Self Employment of Unemployed Youth, W.B. has been entrusted to execute the Scheme.

Pattas are being distributed either in the name of women who is the head of the family or jointly both in the name of the wife & husband. Priorities are also given to the eligible beneficiaries of the weakest section of the society. All the benefitted families receive pattas, record-of-rights and possession of the land on spot.

Nirmal Bangla is a mission to eliminate open defecation from the rural landscape of the state. It is the state counterpart of the national Nirmal Bharat Abhiyan. The mission aims at constructing latrines in households, especially in the uncovered households in the rural areas to ensure zero defecation in the open. This scheme will ensure a sufficient number of functional toilets in educational institutions, regular intervals on the road, public places, etc. The scheme also aims at spreading awareness and increasing sensitization toward safe hygiene behaviour and safe disposal methods.
With a view to to pay attention to the sufferings of the people, especially the Women, deprived of any toilet facility while on their journey by road, which is the minimum requirement of a civilised society the present Government is constructing "PATHASATHI (consisting of Pay & use toilet, Waiting room, Night shelter and Restaurant under one roof) at every 50 K.m. of National Highway, State Highway and Other important roads throughout the State. 31 (Thirty one) nos. of such "PATHASATHI" are being constructed by this Department and these are in different stages of construction. Out of 31 nos., with the Financial Assistance of Housing Department, Public Works Department is constructing 12(Twelve) nos. at an estimated cost Rs. 6.5088 Cr. Rest 19(Nineteen) nos. Are being constructed by the Housing Directorate at an estimated cost Rs. 37.31 Cr.

It has been experienced during relief works that water pouches produced through Mobile Treatment Units (MTU) are very useful for easy distribution of drinking water to the stranded people, but this type of packaging is not sustainable for a long time and also may get damaged due to leaking/bursting of poly packs. To overcome these difficulties, the Public Health Engineering Department (PHED) introduced bottled water named PranDhara . For the first time this type of Package Drinking Water Plant was installed at Dakshin Roypur Water Treatment Plant Complex in the year 2012-13 in accordance with BIS Specifications. The capacity of this plant is 3600 Bottles of 1000 ml. or 500 ml. per hour. After successful commissioning of the Plant, another 7 (Seven) nos. Package Drinking Water Plants have been installed in different locations of West Bengal.
The Govt. of West Bengal has undertaken a housing project named " PRATYASHA" for Police Personnel (from Inspectors to Constables) working in the West Bengal Police to materialize their dreams of owning houses. The West Bengal State Police Housing Corporation will construct various types of flats with the financial assistance of HUDCO and all Police Personnel would be welcome to fill in forms for their required housing assistance.
The State Government announced the 'universal electrification' of households namely "SarbaGriha Deep Prakalpa" (SabarGhareAlo) under Special BRGF scheme to achieve 100% household electrification in 11 backward districts of West Bengal namely Dakshin Dinajpur, Malda, Murshidabad, Birbhum, South 24-Parganas, Uttar Dinajpur, Purulia, Paschim Medinipur, Jalpaiguri, PurbaMedinipur and Bankura. An amount of Rs. 837 Crores has been received for this purpose up to 31st March 2013. This project's execution started in July 2012 and was likely to be completed within two years. Under this project 28214 villages, 21 lakh BPL households and 17 lakh APL households are likely to be electrified.
Government of West Bengal introduced a scheme titled "SaboojSathi" for distribution of bi-cycles to the students of class IX to XII in all Govt. run/ Govt. aided/ Govt. sponsored schools. Students of Class X to XII as covered in the last financial year (2015-16). Students of Class IX will be covered in the present financial year. Target is to cover more or less 40 lakh students in the State. Objective of the scheme is to encourage students in higher education and to reduce drop outs. West Bengal SC ST Development & Finance Corporation has been declared as the nodal agency for procurement and distribution of bi-cycles. This beautiful name for the project came to the Chief Minister's mind while on her way from Darjeeling to Bagdogra Airport. The Chief Minister has created the logo for the project as well. It consists of a young boy running, with two spinning bicycle wheels alongside his legs.
The government issued 'Samajik Mukti' (Social Freedom) cards to unorganised sector workers of the State for Provident Fund & Other Social Benefit scheme. "The name of this card will be Samajik Mukti card. It will be distributed from April. This will provide you the oxygen to live," the chief minister said at the announcement of this scheme in front of a gathering of workers of the unorganized sector. Initially 25 lakhs beneficiaries will be given the card under State assisted scheme of Provident Fund for Unorganized Workers (SASPFUW). Finally, the cards will be distributed to disburse benefits under three schemes of State government namely: i) State assisted scheme of Provident Fund for Unorganized Workers (SASPFUW) ii) Buildings and other Construction workers' welfare scheme iii) Motor Transport workers' welfare scheme. The objective of the project is to realize following objectives: i) Bringing maximum number of Workers under the welfare schemes ii) Smooth and Speedy delivery of Welfare benefits under the three schemes iii) Effective and Transparent management and utilization of the funds available.
The Sech BandhuPrakalpa is a farmer-friendly project offering 46,000 new pump sets with power connectivity to farmers to boost irrigation in the state. This would help the farmers in a big way and keep them away from illegal power consumption. As a result, it would also reduce power theft and improve regularized power supply in rural Bengal.
Formerly day-scholar students of class V-VIII belonging to Scheduled Caste category enjoyed two grants namely a) assistance in the form of book grant and b) assistance in the form of maintenance grant. The amount of such grants was meagre and did not serve the intended purpose. Further the method of selection of candidates and that of disbursements is cumbersome and time consuming.In order to do away with these predicaments inherent in the scheme and to provide quality assistance to SC students of Classes V to VIII in a smooth, transparent and efficient way, a new scheme of providing assistance to the target group is being formulated in the name of 'Shikshashree'. 'Shikshashree' scheme of providing assistance to SC day-scholars of Class V-VIII is evolved by merging the existing schemes of Book Grant and Maintenance Grant. It is applicable to the day scholars of West Bengal reading in class V-VIII in any Government, Government-aided and all Government recognized schools of West Bengal.The objective of the scheme is to provide financial assistance to the SC students reading in classes V to VIII to improve their participation in Pre-matric stages and minimize the incidence of drop-out especially in case of girl students.

ShilpaSathi will assist investors to apply in the Common Application Form (CAF), to obtain licenses and registration from relevant important State Government departments from a single place, which are listed below. For the above purpose, a Single Window Cell (SWC) has started functioning at the Ground Floor, "Protiti", West Bengal Industrial Development Corporation Ltd (WBIDC), 23. Abanindranath Thakur Sarani (Camac Street), Kolkata -700017.
Officers of the above departments will sit in the Single Window Cell at designated days of the week. They will receive the Common Application Form and related documents and will issue relevant Licenses / Registration after observing necessary legal and procedural formalities according to relevant Acts and Rules.
In Phase-II. the investor will be able to submit the Common Application Form on-line in the Shilpa Sathi and get all licenses and registrations on- line. An online tracking system of status of the online application will also be available in the G2B portal developed for the purpose with IT infrastructure in the State Data Centre.

'SishuSaathi' scheme is a brain child of the Chief Minister of West Bengal with a promise to provide free treatment to children who need heart surgeries, irrespective of how rich or poor the parents are.
In a major boost to child health care in West Bengal, the State Government has joined hands with three private hospitals and government hospitals to provide free paediatric cardiac surgery to 3,000 children each year under the initiative named 'SishuSaathi' or friends for children that flagged off on Aug 21, 2013.
The Bengal Government had taken the initiative to conduct medical tests under the Rashtriya Bal SwasthyaKaryakram, in state-run schools, with a logical conclusion to provide treatment. The State also decided to bear all expenses for the treatments of any student needing surgery for cardiac ailments.
The government has tied up with three private hospitals - BM Birla Heart Research Centre and RN Tagore Institute of Cardiac Sciences in Kolkata and Mission Hospital in Durgapur - for the free-surgery scheme. Seth SukhlalKarnani Memorial Hospital, B.C. Roy Memorial Hospital for Children and R.G. Kar Medical College and Hospital are some of the government hospitals that have cutting-edge facilities for paediatric care.
Surgeries for ailments like congenital cataract, cleft lips and cleft palates would soon be brought under the SishuSaathi Scheme.
The project is extremely close to the Chief Minister`s heart.
Salient features of this scheme include a) the State Govt conducts health tests in government schools to detect heart ailments, b) the State Govt provides free cardiac surgery for children up to 12 years suffering from heart ailments, c) All children are eligible irrespective of family income, d) All expenses are borne by the State Government.- u

Yuvasree is a financial assistance scheme of the Government of West Bengal for the unemployed youth of West Bengal. This scheme was previously known as YuvaUtsahaPrakolpo (YUP). This scheme was implemented in October, 2013 and is maintained by the Labour Department of West Bengal. The motto of Yuvasree is to provide employment assistance to the unemployed youths of West Bengal for increasing their employment ability and skill.
"Sufal Bangla" an initiative of the Govt of West Bengal under Inspiration and guidance of the Hon'ble Chief Minister MamataBannerjee, has been launched for the benefit of the people to ensure fresh vegetables at reasonable price at the their door step.
Sufal Bangla, a competitive retail daily use prime vegetable outlet - is significantly important for ensuring food and nutritional security for the hundreds of millions of people that still live below the poverty line in our state besides it also help for raising rural incomes and generating millions of on-farm and non-farm employment opportunities, eradication poverty and usher in a prosperity movement throughout beautiful rural Bengal.
Sufal Bangla project commenced through selling vegetables (Potato and Onion) in mobile van at 14 outlets on and from 29th September 2014, since then the operation carried on uninterrupted, though there were a number of Major Festivals like Durgapuja, Kalipuja, Eid etc. were celebrated during that period.
Initially the vegetables were procured only from Koley Market, however, now some farmers surrounding Singur in Hooghly District have been supplying fresh vegetables at Tapasi Mallick SingurKrishak Bazaar.
Sufal Bangla is also making fruit producer's retail market competitive. Different Hubs at various Agro Climatic Zones of West Bengal will be set in motion for procurement of fruits at different seasons in future days.
However, so far Dumps is concerned, it is an inevitable part of the Fresh Fruits and Vegetables trade. Managing Dump efficiently is a part and parcel of the trade which is done in this project very proficiently.
The project also aims to provide benefits to the farmer through arrangement of procurement by the Government. Another aspect of this initiative is to provide employment opportunities to the unemployed who would be associated with this programme.
Kolkata Fresh Fruit and Vegetable Project was initiated in Kolkata and its suburb as Sufal Bangla in September 2014. Paschim Bangla Agri Marketing Corporation Limited was declared as the Nodal Agency of the project.
Basic objectives of this project are 1) to help the farmer's get premium price and have rational share in consumer's price, 2) To supply quality produce at less retail price and have rational share in consumer's price and 3) Make fruit and vegetable producer's retail market competitive.
In the short run, the project aims at implementing a model of 'SAFAL' in a small domain and modify the model through Trial and error and made adoptable to the local condition of the state
